The Cabinet of Ministers of Ukraine has decided to lift the ban on disconnecting housing and communal services, calculating penalties, and recovering arrears for utilities if payment is not made. By resolution No. 1405 of December 29, 2023, it is clarified that the moratorium on service disconnections, penalty calculation, and debt recovery will only apply in areas where there is ongoing military action, as well as in temporarily occupied territories, according to the list of the Ministry of Reintegration.
Furthermore, the resolution prohibits the calculation of utility fees in the occupied territories from the beginning until the end of the temporary occupation.
Earlier, the Cabinet of Ministers prohibited the calculation and recovery of penalties, fines, and other payments for housing and communal services incurred due to late or incomplete payment by the population. The termination of service provision for housing and communal services in case of non-payment or partial payment was also suspended.
According to laws signed by Ukrainian President Volodymyr Zelensky in August 2022, a moratorium on increasing communal tariffs has been introduced. The National Bank of Ukraine forecasts that the lifting of the moratorium on gas, hot water, and heating tariffs may only occur in 2025.
